Unemployment reached a new peak this month. 6.8 per cent of the total working population of England, Scotland, Wales and the Six Countles was out of work. Hardest hit were school-leavers and women. al importance, yet it is a serious one as long as nearly 1,000 people are imprisoned in Britain cach year and thousands more haras sed and fined for 'crimes" related to a drug about which the only conclusive proof is that it is less harmful than alcohol or tobacco.
Endless reports that marjuana is harmless, linked to the fact that the Government makes little fuss over the 3,000 people killed every year in industry, give the lie to the claim that cannabis is probibited to safeguard the nation's health. Why then is cannahis illegal, and why was it made so

Geneva Conference in 1924, The 'experts' in question were the Favorian Covernmen: (a British protectorate), the South African Indian Government (a British colony)!
At the Geneva Conference, cannabis was blamed for all the ills of the Thind Warld countries. The illicit use of hashish is the principal cause of most of the cases of insanity in Egypt, Cannabis reduces man to the level of the brute and deprives him of health, reason, self-control and bonour" Cannabis was regarded as dangerous as opium. 'ORIENTAL SEAMEN'
Britain was most concerned about cannabis use 'among Oriental seamen visiting her porta. A passage from an American medical journal sums up the British attitude: The dominant race and most CHICE COLlATE BETTOCD. races and nations addicted to bemp and opium have deteriorated both mentally and physically:
In the 1960', When the drag laws were revised to introduce police powers to stop

The ideology self-control, family life and so on was under attack and drug use was seen as central to "alternarive cultures". Racism is evident among much 'expert" medical opinion. The Chairperson of the North East Committee on Drug Abuse, Dr. Maller, stated that formain cultures like West Indian smoked cannabis and always had. Reports from Birmingham said that the Weal Indians were none the worse for it, but that whities were." The saving grace for Sootland, he clammed, was alcohol. Anslinger, head of in detachery and serially: Take london in debauchery and sexualicy eveile pancis revelled In the prosecution of the Rolling Stones in 1967. The Evening News had an article entitled The Hippy Way of Life Catches On. "The hippies revolution aims at doing absolurels nothing. Their negative philosophy involves the rejection of everything, including work, war, paying rent, bome life and responsibility. Instead they indulge in drugs, made parties, drawing on wall...
The Evening Standard surpassed this with a series, Turn On, Tube In, Drop Our, whose flavaur is apparent from a quotation about the position of women in hippy California: - their extremism becomes comprehensible when one considers that this state sells the highest number of birth cubtrol pills per head of population than alty other society in the world... The dishonesty of the claim that public health i at OLES DI prohibicion is nowhere more obvious than it the sbsolute toluss of Wester cowrn ments to make comparisons between cannabis and the legal, socially accepted drugs 100,000 British tobacco smokers die every ycar, and there are 2,000 alcobol-related deaths. There is mot a single known case of someone dying as a result of cannabis use! All the claimed results of cannabis addiction' could quite legitimarely be attribured to alcoholism.
The law prohibiting the use of cannabis has no basis other than the suppression of behaviour which does not it it with dominant bonus. But does it matter if there are laws against scriain forms of pleasure sockingi. First, an important fumetion in upholding the dominant insolOLL Krause OT tne whole myth or the impartial legal system and the justice of British law, most people believe thar what is illegal is bad. There are many laws against
ality for example — which are maincained
ideology of Western capicalism.
Secondly, It matters thar these laws are used, In July 1967 the Govertment un expectedly introduced wide powers authori sing the palice to sap and search people for drugs. The Home Office Minister ranted an ahout the halF workd" of the young Californian hippies as revealed in che serie of Evening Standard arlicks and concluded * think you will be as concerned as 1am that such a phenomenon should not arise here. Although governments bave always THEON HECTIC CHISEE BA LISTE these • powers are nimed specifically apprehending the user. The Daily Mail in 1970 claimed the police have learned how to go for the pushers without bullvina innocent citizens or overloading the courts with minor offenders". However, in 1969 there were 6,800 convictions for unlawful possession, 250 for supplying: in 1970, 9,350 Jor possession. 400 for supplying: 1971, 12,300 against 500 and 1972, 15.400 against 500. The succes rate of recorded police stop scarches for drugs nationally has never coceeded 30 percent and in some areas is as low as 8 per cent.
RACIST BIAS
Cannabis use is now something which spans all sections of society, but searches and prosecutions are selective, whilst people Convicted are drag afters e people convicled drug offences were born outside the UK. The rich, maddie class and employed are relatively safe. The drug laws rogether with the notprious sus laws are an ideal cover for police barassment in
streets of certain sections of the community As with other laws, judges show a racist bias in their sentencing Although, of course, there are no official scaristies to peave this point, take rwo court decisions in March and April this year. 23-year-old West African Ibisolo Salim, who had no drugs convictions, was sent to prison for 12 months for possessing t6 worth of canna bis. A month later. 26 year-old Gerald Fruewith, also with no drugs convictions and otherwise a respectable wisite man. got a suspended sentenoe of 6 monchs uprisonment for possessing E200 worth of cannabis.
Overall, from 1965 to 1975 the annual number of people sent to prison has increased fourfold, State repression of cannabis users has come full circle. Juse as the introduction of cannahis prohibition was seen, above all, as a hulwark of white capialist ideology, now police implementa tien of the drug laws is a potent instrumen for the repression of black people and others - hippies, squatters and so on who are perceived an a threar to the "values of our Western sciety
